Jessica Zufolo - Participant

Jessica Zufolo brings over 24 years of broadband financing, regulatory strategy and legislative expertise to USAC where she serves as the Senior Advisor for Strategic Partnerships. USAC is a not-for-profit corporation designated by the FCC to serve as the permanent administrator of the Universal Service fund, which administers $10 billion annually in federal subsidies across four separate programs dedicated to expanding broadband access, deployment and adoption in underserved communities, anchor institutions and to low income consumers in rural, urban and tribal areas.

Ms. Zufolo leads USAC’s national engagement with all federal, state, local, tribal and non-governmental stakeholders to promote affordable mobile and fixed broadband access to underserved, economically distressed communities and low-income consumers.

Currently, Ms. Zufolo is leading USAC’s efforts to establish a national eligibility verification data base that will verifies the eligibility of all 13 million Lifeline consumers through data use agreements with all 56 states and territories and the federal government.

Prior to joining USAC, Ms. Zufolo was appointed by President Barack Obama as Deputy Administrator of the Rural Utilities Service (RUS) where she helped oversee a $65 billion federal loan and grant portfolio that finances broadband and utility infrastructure projects in rural areas.

During her six-year tenure in the Obama Administration, Ms. Zufolo also served on a detail assignment as the Director of Infrastructure strategy and Grant coordination for the First Responder Network Authority (FirstNet), an independent authority within the National Telecommunications and Information Administration (NTIA).

In this role, Ms. Zufolo managed all federal interagency activity involving all federal financial assistance programs and grants policy coordination to support widespread FirstNet adoption and implementation of the network among federal, state, local and tribal first responders.
Prior to joining the Obama Administration, Ms. Zufolo worked for six years at Medley Global Advisors (MGA) an independent investment research firm as an investment research analyst covering rural telecommunications, media and technology regulatory and policy risk to the institutional investment community.

Prior to joining MGA, Ms. Zufolo served for five years as Legislative Director for the National Association of Regulatory Utility Commissioners (NARUC).  In this role, she was responsible for developing and executing legislative strategy for all 50 state public service commissions.   

Ms. Zufolo began her career on Capitol Hill covering telecommunications, technology and energy policy for the late New York Senator Daniel Patrick Moynihan, Senator Charles E. Schumer of New York and Representative Peter A. Defazio of Oregon.
