Brian Regan - Participant

Brian Regan is an Associate Bureau Chief in FCC’s Wireless Telecommunications Bureau, with responsibility over the Bureau’s spectrum policy portfolio.  In this role, Brian establishes and executes the Bureau’s policy on a variety of spectrum-related issues and proceedings, leads coordination on spectrum policy matters within the Commission, and helps lead the Commission’s interagency coordination efforts on spectrum policy matters across government.  Brian has played a key role in much of the Commission’s recent spectrum activities, including the H Block, AWS-4, AWS-3, 3.5 GHz (Citizens Broadband Radio Service), and Spectrum Frontiers (5G) proceedings, as well as other strategic initiatives including spectrum implications of UAS, IoT, and other emerging technologies.  Brian was previously the Chief of Staff and Senior Legal & Policy Advisor of the Wireless Bureau, where he helped to manage the day-to-day operations of the Bureau, helped establish and execute the Bureau’s policy strategy, and was the senior advisor on a variety of matters, including spectrum.  Prior to joining the FCC in 2011, Brian was the Director of Government Relations for PCIA-The Wireless Infrastructure Association, where he managed local, state, and federal regulatory and legislative matters.  Brian holds a B.S. in Economics from the University of Delaware and a J.D. with a certificate in Communications Law Studies from the Catholic University Columbus School of Law, where he served as Editor-in-Chief for CommLaw Conspectus:  Journal of Communications Law and Policy.
