David Quinalty - Participant

Mr. Quinalty leads the Senate’s efforts on telecommunications, technology, Internet, and media issues on behalf of Commerce Committee Chairman John Thune (R-SD).  Mr. Quinalty also previously served as Deputy Staff Director under then-Ranking Member Kay Bailey Hutchison (R-TX), assisting in the management of the Republican staff and supervising all legislative and oversight activities. 

Since joining the Committee in 2009, Mr. Quinalty has been involved in the development and passage of several communications-related bills, including the landmark wireless spectrum legislation included as part of the Middle Class Tax Relief and Job Creation Act of 2012, the STELA Reauthorization Act of 2014, the Satellite Television Extension and Localism Act of 2010, and the Twenty-First Century Communications and Video Accessibility Act of 2010. 

Prior to joining the Senate Commerce Committee, Mr. Quinalty spent more than five years working for Senator John Ensign (R-NV), primarily handling the Senator’s Commerce Committee portfolio.  He also worked on banking and financial services, transportation, housing, environmental, natural resource, and agriculture issues. 

Mr. Quinalty held a number of positions in the entertainment industry prior to coming to Washington, D.C., most recently at Landscape Entertainment, a feature film and television production company in Beverly Hills, California.  Mr. Quinalty received his undergraduate degree in political science from the University of California, Los Angeles.
