Koy Miller - Participant

Koyulyn Miller was recently named Head — North America, Connectivity and Access Policy at Facebook. In this new role, she works to advance Facebook connectivity initiatives focused on improving the availability of high-quality internet as a means to strengthen local communities and increase economic development. She also studies and advises colleagues both here and abroad on the development of new regulatory frameworks for governing online platforms. Prior to joining Facebook, Koy was an associate at the international law firm Squire Patton Boggs, LLP, where she counseled clients in the communications and technology sectors, specializing in enforcement matters before government agencies, including the Federal Communications Commission. While at the firm, she focused on a number of areas, providing guidance on compliance with laws addressing data security and privacy, e-commerce (including endorsements, contests, and other forms of online marketing), the provision of wireless and wireline service, program access and other video programming issues, trademark use and protection, spectrum leasing, federal funding and contribution programs (including the Universal Service Fund), as well as the domestic and international regulation of edge providers. Before joining the firm, Koy served for a number of years as the Legal Advisor and then Special Counsel to the Chief of the Enforcement Bureau at the FCC. Koy holds a B.A. from the College of Communications at The Pennsylvania State University, and a JD and LLM in Intellectual Property, Commerce, and Technology Law from the University of New Hampshire School of Law.
