8:45 a.m. – 10:15 a.m.             Session I.  Broadband 2015-2020: Prospects and Reality
In this first session, participants will compare the current communications landscape of wire-based and wireless communications with the foreseeable future of content delivery such as streaming services, apps, the Internet of Things and other influences on the broadband environment of 2020.  Are there new constructs for how one thinks about the competitive communications delivery system?

10:45 a.m. – 12:15 p.m.          Session II.  Competition: The Big Picture
Given the realities and foresights of the first session, what would the competitive communications marketplace of the future look like?  That is, just as Congress envisioned intermodal competition in the 1996 Telecommunications Act, what is the vision for a 2016 Communications Competition Act?

2:00 p.m. – 4:00 p.m.              Session III. Working Groups
Each Working Group will explore a traditional area of communications regulation, below, with the purpose of describing what kind of a competitive landscape would achieve the desired results in that area.  That is, what does such a competitive environment look like?  How do we know when it is achieved?  The Working Group will then set forth what type of regulation is necessary until the market transitions to that desired space.

Working Group A: Equitable Access Considerations and Measures

Includes digital divide issues, and ubiquitous access to services, apps, content

Working Group B: Competitive Considerations

Particular attention to the types of regulation when competition is lacking

Working Group C: Protection of Consumers/Users

Includes privacy, security, fraud

Participants will consider the reports of the Working Groups and refine their conclusions.

10:30 a.m. – 12:00 p.m.          Session VII. Overview of Future of Broadband Regulation
In this final session, participants will draw conclusions from the scenarios and working groups to suggest broader conclusions about the future of broadband competition and how to think about the role of government in that future.
